NAMIBIA: Namibian Informal Sector Organisation: Transforming the Informal Sector for Economic Development and More Productive and Decent Work

Southern African IDEAS has been commissioned to prepare a position paper for the newly established Namibian Informal Sector Organisation. NISO has been created to respond to the needs and demands of the informal sector and its operators.

The main aim of NISO will be to build the capacity of the informal economy. This would include representing and developing informal enterprises by recognizing the legitimacy of informality, providing assistance to firms willing to move from informality to formality, and addressing the concerns of small formal enterprises, which find it difficult to comply with the regulatory environment. Advocacy towards a change in this environment (i.e., addressing local by-laws and company regulations) will be an important aspect of NISO’s strategic thrust.

NISO’s objectives will include:

  • Adoption of mechanisms to reach out to all informal sector operators, regardless whether they are organised in an association or not. In doing so, NISO would become the ‘voice of the informal sector’ and take up concerns of informal sector associations and individuals alike.
  • Provision of opportunities for networking (information dissemination, exchange of ideas and practices, adoption of advocacy agendas, provision of mandates);
  • Addressing concerns related to the informal sector environment and undertaking research and providing a platform or forum for informal sector concerns as a whole and creation of effective linkages to Government, its agencies, Labour Unions and Business Representative Organisations;
  • Addressing specific issues raised by informal sector organisations and individuals (assistance with interest representation and provision of services);
  • Provision of effective on-demand services to organised informal sector associations with a view to improve their respective services to members through capacity building of member organisations (technical and financial);
  • Establishment of cooperation with other organisations at national and international levels, such as the International Labour Organisation (ILO).
